This command affects the amount of previous ticks CS:GO uses to smooth out the actions of other players. As a result, tinkering with this value can have a serious effect on your gameplay, including how quickly you see players peek, how smooth other players walk, and how hits register.

There is no "one size fits all" approach to the perfect setting for cl_interp_ratio. The best value is dependent on your internet connection (latency, packet loss, etc).

We do not recommend adjusting cl_interp as the value of this command is no longer used (in other words, it does nothing).

The general recommendations are as follows:

LAN or Amazing Internet Connections

For LAN or very low latency, reliable internet connections, we recommend using the following setting:

cl_interp_ratio 0

Normal Internet Connections

If you have a normal internet connection, we recommend that you play around with the setting of this command. Because internet connections can vary in so many ways (ping, packet loss, etc), and different playstyles may benefit from different settings, there isn't a "best" setting for everyone. With that said, generally, most players who have normal, reliable internet connections will be best with:

cl_interp_ratio 1

Poor / Laggy Internet Connections

For users with high latency or packet loss internet connections, we recommend the following setting:

cl_interp_ratio 2

What About Other Values?

Although you can set cl_interp_ratio to values higher than 2, often servers will cap it at 2. If you're playing on a server that doesn't enforce this, you may benefit from a higher cl_interp_ratio value (especially if you have very bad internet).
